I have a check box in my Form Builder and in my Form Designer. When I submit the FD form I get an error message from the FB form ( "check-box" must have at least %d checkboxes checked. ) If I set the required option to 0 on the FB and leave the FD form required the submit works. What I wanted to know is this the correct way to do this?

Yes. The check box works if I take the required off of the check box in the Form Builder. My question is this the right way to do it?

If the checkbox was required in the form builder files then you want it required in Form Designer. If it's not required then you don't. Ultimately as long as the form is submitted correctly for every possible choice all is good.
