The Changelog for the new version 17 says that the Frameworks dialog now has recently used frameworks.

No doubt I'm missing something obvious to others, but I don't know to what this refers. Can someone enlighten me please?

You find it under the Insert menu. You need to have a html page open to access it. With this framework you can e.g. download the Bootstrap system and insert the various files (js or css) you need to build a Bootstrap site manually. I used to do that (by linking to those files manually) in 'the old days', before I started using the responsive sitebuilders.
