I see the page on starting a framed website, but not how to pull a previously build framed page set into the editor?

It really depends on how the existing frame set was built. You'd better explain a bit further, maybe also with a link to the existing site.
Using frame sets today is actually a very old-fashioned way to build a site.

Inger's Copy/paste is the easiest method.
Right click on the page and select view page source.
Do ctrl + a to select the entire page.
In the Editor start a new page and do ctrl + a then ctrl + v.
