If you own RSD they have templates that CC created. I would suggest that you look at them and see if one will work for you. You will be able add images and modify the content.
Here's a demo in RSD base off the link that you had post. Please the I didn't any break points to it. Hopefully this should get started. It has a simple image for grid and different for the rows.

You can use object includes, that will be just html. The included objects will need its own css, I seem to remember.
Another thing you could do would be to create your layout structure in RLM(P) and then import it into the html Editor. Add your menu to the index page, but save it as a library file. You need to have the menu on each page, but by using the library you make all the changes to the library file, and they will then show on all the pages.
Come to think about one more option; Set your server to parse html files as php, then use the php include method (as in Paintbrush's links) to call either a 'menu.php' or a 'menu.txt'.
