Coding the actual content - issues
I created the "wireframe" for the website. The header, menu, and footer are all in place and seem to work as imagined. At least on my Galaxy S4.
When creating the "wireframe" I added an extra row. My thought was to use this row for the content on the various webpages. Currently I'm only working on the index page.
I can't get horz rules to behave like I want. I've tried different ways to get the results I want. Centering and thickness are the problem. Line spacing is a minor annoyance that I may or may not try to correct.
After creating the responsive framework I was under the impression that I could use the html editor for the actual content. I do not want to use RLM for the horz rule or any additional content.

How can I get Horz Rulers to display centered, thicker/heavier?
So far whatever I do they are always left justified and very very thin.
Is my premise correct about adding content to a RLM design?

RLM has a hr element where you can set it's properties. Margin right and left set to auto would center within it's parent.

Based on your description, you have created a responsive template, and you plan to fill in the page body of all your pages using that template. I often do the same type of thing for the sites that I design. You probably already know this, but the appearance of your elements from centering to colors to even how your horz rule appears is governed by css.
The reason you aren't getting the results you want is because your html. For example, you have:
<hr align="center" width="600" size="4" noshade />
Therefore, using the horz rule as an example, The actual code on the page is
<div class="rule"><hr></div>
And the way the rule looks is in the css.
div.rule {
margin-right: auto;
margin-left: auto;
width: 75%;
}
Your grid is 800 pixels. You want your horz rule to be 600. That's 75% of 800. Therefore, set the rule width at 75%. Now it will shrink correctly when someone looks at it on a mobile phone. The margin-left and -right are set to "auto" so that the rule will center.
The easiest way to get all the css set, in my opinion, is to use RLM to create the css and then fill in the content row yourself. Here's how.
1. Create a second page in RLM that is a duplicate of the first. You are not going to use this page on your site. It is a placeholder where you create all your css settings.
2. In that extra row that you have for content, add the following elements:
--- one of each of the headings (h1-h6)
--- one paragraph
--- one horizontal rule
3. Now, use the properties panel for each of the elements you put on the page to apply the css. You'll see a drop down there called "Apply To" that has three choices: class, id, and type. Before you make your changes to the settings, be sure to select "Type." Then, make all your changes. For example, you can make your horz rule centered, darker and thicker.
4. Export your project.
All of the css styles are in the stylesheets for the elements you want to use on your pages. You simply use the first page of your project and put the content in that first row. If you have an element like <hr> and you put it on the page but it doesn't behave correctly. Take a quick look at the exported code on page 2. You'll see that RLM set up the style just a bit differently by using a div. Copy and paste the code where you need it.

Thanks for your replies. I didn't refresh my browser before my last post to see your advice.
Eric: I was trying not to go back to RLM for content. I'm afraid to touch the RLM set-up. Seems that when I go back and tweek something things go haywire. I've created this site at least 10 times trying to learn RLM and the cause and effect with grids, rows, columns, and elements.
Brian: Your advice is assuredly a better way of doing things. It's a bit overwhelming for someone of my skill level. I get lost in anything but the most basic css.

Do you care about validation?
I don't think about it. I do a few sites for free to help different organizations. I don't claim to be a professional by anyone's standard.
I'm most concerned with making information easily available. Nothing fancy. My basic web design strategy is an electronic brochure on the world wide web.
I like sites that are easy to use on my cell phone. I thought it would be a good idea to make the club's site phone friendly also. Since Google declared phone friendly was the way to go, I thought I would try my hand.
