If I make the bottom padding -45% then when I run the css page through the validator on the HTML editor, it says "Value Error : padding-bottom -45% negative values are not allowed : -45%
What am I doing wrong???

Don't worry about the validator. If it works, then it works. Always take those recommendations with a grain of salt and not as the gospel.
Most of the time the CSS will never validate because of all the hacks that have to be implemented to make it work in older browsers.
