ID to move page section to the top

So I’m getting a rudimentary understanding of RLM but can’t figure out something using the ID. I’m creating a long vertical page that I want to break into 4 segments (instead of having 4 separate pages). I want to use buttons at the top of the page to link to each segment below using the ID link.

Nation Button >>>>> Nation segment
State Button >>>>> State segment
County Button >>>> County segment
Editorial Button >>>> Editorial segment

When a button is clicked I want to go to the designated segment and I want that segment to appear at the TOP of the browser without the previous segment appearing. Example State segment appears without the Nation showing above it. See picture for it NOT working.

The new RSD example seems to accomplish this, but I can’t figure out how. Does anyone know how to do this?

I can't hear what I'm looking at.

My incomplete (most links aren't connected up) prototype is here:

The red bordered "National" button on the top left links to the header below ('National" in red text).
When the button is clicked, I want the page in the browser to go to the to the "National header" and
have it appear at the TOP of the browser (so it appears that the section/segment's content like it is being presented
in a new page without the first content showing). Is that possible without brain surgery?

The problem is that you page can't scroll that far. You need more content at the bottom so it has the room to scroll. If you narrow your window up to only 300px wide and click the button it gets really close.
I can't hear what I'm looking at.
