Can a form be configured so it retains user entered info after it is submitted or sent? In this way the next time the form is opened, the user could make a minor change such as quantity (or other edits) without having to enter everything again on a blank form?

That would require setting cookies. The form builder won't handle this directly but you can embed the form script in a page that will.
