Use the weight based shipping and assign a very low weight to the ribbon, put a low weight band in your shipping table and assign a cost of zero to that weight band. As the ribbon is very light it shouldn't affect the shipping on your other items.

THANK YOU, Will. That's exactly what I did and that makes sense. Now I have the weights assigned so if somebody buys one it's free...if they buy other items it's minimal and if they buy more (that I can't fit into a small box) it's a tiny bit more. Perfect!
