when you say merchant account I'm assuming you mean PayPal? And if so then the answer is yes.

As for the difference between SSC and SCD it's like this:

Shopping Cart Designer makes it pretty - All stock graphics and text. Shop Text itself or products cannot be changed here as this is only making or editing a Theme not the Cart. Stock Items are just that, stock items as place holders for the most part. Basically all the content for the shop itself in here is just for looks to design around it, it is NOT actual items or settings for products. This allows you to make all your design changes without worrying about the content of the shop itself.

Shopping Cart Creator makes it work - Here you apply your theme, and now you make your shop changes such as Shop Name, actual item names, prices, extra pages, adding your products and so on. This contains your actual Store.
