Certainly not saying it's appropriate in all cases, but the motif has wide applicability and appeal.
Cartoon logos, cartoon characters and mascots convey the message with a child-like innocence. Many psychologists will agree that people like to associate themselves with their childhood. The innocence and curiosity inculcated in our minds through cartoon logos takes us back in time and enables people to view the products/services being emphasized in the message through the eyes of a child.
Cartoon logos are a humorous way to represent ideas and concepts. If your company wants to lay emphasis on its culture and virtues creating product cartoon characters, brand cartoons and mascots could be an excellent approach - The expressions of a character who says it all without having to essentially speak. In today's time when technology is so advanced, man has become a machine; this human aspect is almost invisible. Work pressure and stress have led to the deterioration of the mind and body. I feel that anyone putting their business online should be open to what the market expects and feels is appropriate.
In the case of the site I commented on, I feel they have introduced a "comedic" twist on their business, this can be done effectively. In terms of their business, I do not think this is the case.

Well, I agree with you in that the background image feels too "busy" and does nothing for me. I would probably violate the "standard links" rule, also, and drop the vivid blue for the links on the left, to me it seems jarringly loud. The black font on the left looks like it has anti-aliasing problems, too.
The graphics themselves work just fine to me, for a business with a name like "Porky and Bob's." That sort of name just cries out for some characters to hang an image from.
The overall page layout works for me, though the center section seems a little biased leftward, probably because of the size of the old furnace image.

Ha ha ha.... I totally agree. The boss tells me what he wants and I make it happen. He has a tendency to be really loud and usually types in ALL CAPS.
He never likes my creative ideas so I just do it EXACTLY like he wants.
