I can also highly recommend the MODX CMS/CMF (http://www.modx.com), which organizes the site's 2000 or so documents. Also highly recommended: Apache Friends' XAMPP allows hosting a development copy of the site on both Windows and Linux.

The decent page loads are due to the excellent, fine-grained caching system that the CMS provides.
I adapted the site's fluid layout from a three-column canonical example included with the CC HTML editor. (Worth the price charged for the Editor all by itself, IMHO.) It's a little outdated now, should be done over in HTML5. However, it gets the job done, and I'm delighted to find that it's usable on smart-phone screens, despite having been built in pre-iPhone days.
