I just tried what you are describing and it all worked normally here. Tested in Windows and OSX. I have 2 upload buttons on my form and the 2 photos came through correctly in the email. Each image was also named something unique (image_dy6k7m.jpg and image_v97g4q.jpg). I have never seen an image come through as just image1.jpg.
