Is there a way or a form element that can capture the order of someone's preferences. So for example, if there are five checkboxes, is there a way to capture a user's rank order preference between these five? Any suggestions would be appreciated.

Could you just not do a text box with 1, 2, 3, 4, 5, as the answers?

I would agree with SirAGE, use a text box and have them fill in the numbers themselves, that would give you the results you need.
