I use Psp and Anim, Paint Shop Pro from windows 95 era and it has an anim extension for animated GIF's a friend gave it to me 21 years ago and I have been using that ever since.

I use TechSmith's SnagIt. Their Camtasia is much more powerful, but opening an MP4 in Sangit Editor lets you select the exact beginning and end of the clip wanted, and with a single click, save it as a GIF.
