Was wondering if someone can give me some insight on a test page I am working on.

Look fine in browsers (IE and Firefox) but does not look ok on a mobile device. Any input would be appreciated

test page is at http://www.ignitepromotionalcoaching.com/test.html

Your page doesn't respiond in other browsers either.
Your bg-header2.png image is set to width:960px You need to set widths with % so it's responsive or set break points to change the width of elements for different screen sizes. Was that page made with RLM or RSD?
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

Rebuild it with responsive layout maker and then import it into the html editor and finish it up.

Think I found what was causing the main problem on the mobile device.

In my css i had
<meta
name="viewport"
content="width=device-width; height=device-height; initial-scale=1.0"
/>

and as soon as I removed that everything lined up

Before you get any further, it would be better to find an HTML5/Responsive template.
Otherwise, you need to build and maintain 2 sites (desktop + separate mobile version).

You don't need RLM to create a responsive site in the Editor, but it makes it easy to create your grid/layout. You then export that to the Editor and like a template, put you content, images, etc. in place.
