You can use html and css to do that or you can use the latest app sdv3.5 which is more of a visual thing a bit like painting with numbers (without the numbers ???? that has mobile breakpoints already installed and you can add more if your layout needs it at any point between mobile and huge monitors. If you are not used to designing for mobile first it will be a big learning curve. Also sdv3.5 will be a big learning curve but there are plenty of people on this forum that can and are able to help

Perhaps a good idea to put a link to your site so that I and others can so what it's like and maybe offer more advice help as to the best way to proceed
