I would like to animate the banner on my site and I would like to know if it is possible when the banner measures 3" wide and 5/8" deep.

I am a bit confused in your question? Can you provide us with a little more detail in what you need help with. Is it possible to add a animated banner to your website? Yes it is. Not sure what you mean by 3"wide and 5/8"deep.

Using CoffeeCups Animation Maker you can make an animated banner any size you like. It is not however a 'banner maker' program.
