It sounds like you are wanting to add internal links to you page. You want a list of topics and on the user selecting the topic they are taken to it. If so, you are in luck. You just need to give each topic a link that sends the user to a div or paragraph that has a specific I'd. Google internal links for html.

To answer your other question, Site Designer is completely capable of creating internal links (bookmarks). I have done so myself.
