Direct FTP 6.2 works fine for me - I have Windows XP Pro, SP2 and all the latest Microsoft hotfixes (except for Q891781).

Try changing permission on another file (e.g. index.html) just to make sure it's not just the one file you are having trouble with. If you have trouble with just the one file, it could be your web host has determined that you are not allowed to change it.
