Is there a way to customize the keyboard?

For example, I'd like to change Ctrl+B from inserting <b></b> to adding <strong></strong>, and either change Ctrl+I to or add another custom keystroke for <em></em>.

I know that <strong></strong> and <em></em> are on the toolbar, but going for the mouse or using Alt+O down down down down down down down down Enter maddeningly time-consuming.
