When you open a new document in HTML Editor, it says that the charset is utf-8. That works fine with me when writing in Norwegian (we have some more letters than the English alphabet) and in German (umlauts and such). I also have made sites in Turkish. For that I need to use the html names for certain letters. Maybe you need to do that too, I have no experience with writing Russian, SerboCroat, Bulgarian etc.
