Your firewall could be blocking it. Ensure you have the IP address in your welcome email for the hostname (only the numbers; don't add FTP, www, or anything else). Make sure your username and password are the same as your control panel username and password. Some FTP programs require a path to connect.

So what is the solution for this?
I have the SAME problem with namecheap host.
FileZilla works with FTP TLS but The html Editor Ver.18 will connect but uploads 0 size files!

As far as I know, there is not a solution yet.

I have given Coffeecup a ftp account to test.

Inger has also been monitoring the situation.

Hi, does anyone have an update on this issue? My host recently switched to FTPS with impliciet FTP over TLS. HTML Editor 18 (build 890) will connect but uploads 0 size files, Direct FTP does not succeed in setting up a connecttion. FileZilla connects flawless.

I don't think there is any update yet. The built-in ftp client in the Editor is more limited than e.g. CC Direct FTP, so you could try that.
