The head of your page may have this:
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
The charset may equal something else but you should try windows-1252 like this:
<meta http-equiv="Content-Type" content="text/html; charset=windows-1252">
It should end with a self-closing slash if this is xhtml:
<meta http-equiv="Content-Type" content="text/html; charset=windows-1252" />
<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
