Many people want good web sites and don't want to be coders.
They have businesses or hobbies which they want to create sites for fairly quickly. The CC HTML editor is advertised as being suitable for them.
They don't mind learning how to use a program but seeing the Visual Editor available but not usable fully with pages created with the HTML editor is frustrating.

I just had a quick look at what it has to say about HTML Editor 2010 and my interpretation is that its aimed at those comfortable with coding and those that are just starting out on coding as it has lots of easy to use features for the 'rookie" coder.
I didn't see the Visual Editor mentioned at all but may have missed it as I was skimming.
If a WYSIWYG Editor is what you are after then the Visual Site Designer is a better choice.
I know you believe you understand what you think I said...but I am not sure you realize that what you heard is not exactly what I meant.
