Does RLMP comes with an option to create menus ? If I don't want to buy Menu Builder for now, I guess I can just put a series of small buttons or lists on top of my pages and add links to them ?

No RLMP does not come with a built in menu maker... remember RLM is a responsive layout maker not website builder.

Yes you are correct in your assumption, you can just create links... or use the button link to create your menu. Of course if you want to add a submenu then you are stuck adding this after export.

You can create a menu in RLM using a Text Link Element or Button Link Element and have it respond differently at each breakpoint. However, just note, Menu Builder will provide you with a fully responsive menu.

It really depends on your needs. If you have more than 5 or 6 pages normally you would want to use Menu Builder. Anything less then that, just use Text Links or Button Links.
