this page when being viewed has some effects, for example elements are not visible, but as the browser scrolls things appear, or paragraphs slide in from the side...

whats this called, and how is it done?

Without digging to deep most animations are done with Jquery these days.
Take a look at this page. it explains how and has some good links to some great scripts to help you out.
