Is there a way to have adjacent columns expand to the row height? I need the background color to fill the dead space that is being established by the adjacent row which is taller. They are both in the same row.
Look at merge on the layout tab.

If you just want the row and column to have the same height, you can select a row or column and set the minimum height under the Properties tab.
In some circumstances, you might have two columns of different height in the same row and the minimum-height won't work for you. For the shorter column, it might be better to use a container floated right or left instead of a column.
In short, we can suggest some things to consider, but if you explain a bit more about what you are trying to do, and especially if you can post what you have on the web and let us look at it, we can make more specific suggestions to help.

I've always used tables for page layouts which is fine if they are static. Now that I want to migrate to a responsive layout, I need to work with DIV containers. I'm trying to make this page http://www.datacad.com/datacad_index.html look like this page http://www.datacad.com.
In the current table layout, the three columns are always the same height, regardless of the content. Consequently, the background color fills are also uniform in height.

With that method, I would need to set the min. ht. in px. to the same value for all three columns so they match. When the browser window is narrowed down causing the columns to stack, they are then taller than they need to be.

Then you would set a breakpoint and adjust accordingly.

It would be nice if the column could inherit its height from the row.
I want to avoid as many breakpoint conditions as possible.
you should need a max of 5 break points to a website. I have usually only 3 per website... the odd time 4.
