I looked at it more closely today and learned that you don't delineate what the value represents in the Amount field (you just input the value and not whether that value is currency or a percentage). Secondly, in order for the percentage to be calculated correctly, there needs to be an amount placed in the Default Shipping > Shipping Per Product field (10% of 0.00 is 0.00). Also, default shipping charges can be overridden on individual products by adding an amount in the Optional Charges > Shipping field for each product (uncheck the Apply default checkbox).

Thanks for the reply. Regarding default shipping charges being overridden on individual products. I don't want a static charge I need a 10% charge on each of them because of cost and weight variances. I don't understand your calculation in the Shipping Product field (10% of 0.00 is 0.00) Could you suggest the best way to go default or shipping options and the give me the info that goes in each of the field for a 10% per product. Take a look at the value in the Default Shipping > Shipping Per Product field. Is it 0.00? The amount in this field is what SCC is adding 10% to. So if the field is 0.00, 10% of 0.00 is still 0.00. If the value is set to 1, the total shipping charge for one product is going to be $1.10. SCC takes the per product shipping charge of $1 then adds 10% to that amount for the total of $1.10.
If you're wanting to add a shipping charge equal to 10% of the price for each item, you can calculate this and enter the amount in the Optional Charges > Shipping field for each product. For example, your Counterfeit Currency Pen would have a shipping charge of $0.49 ($4.95 x 10% = $0.495); the Back Light Book would have a shipping charge of $1.59.

Actually I am trying to add 10% to the Add this percentage to the shipping total but with no luck. I have the default shipping unchecked and tried all various calculations with no correct total in the view cart. The only thing again still working is the tax rate. Also I have no idea why shipping method shows up in the view cart but I see no field for it in the shopping cart settings.
Obviously my best choice I would think is the Shipping Options. So in the description field I would enter the title for each item on my product list and then enter 0.10 for the percentage in the amount field?

5) Increase amount by this % times the number of products
These five options are additional charges added to the Default Shipping fee.
The way you have it set up now, it seems, is there are no amounts entered as the Default Shipping fee. Therefore, adding 10% to nothing equals nothing.
Currently, I don't think SCC can add a percentage based on the total order amount.

BookPublisher...Thanks for all your help. I have gone to the default option and entering the shipping price for each item. And I have it set for "add this amount to each product in the cart" Everything seems to be working well including adding the taxes for PA which is our home base. Entering all my products now from the old main site. I then go back to the old main site payment page and removing the previous PayPal and Authorize.net payment buttons and installing a new link called Buy Now and have it linked to that particular product and it works great too. Goes to the shopping cart for checking out, etc.
