Nope it needs some special Javascript code to prevent that.
The general advice is that it shouldn't be done, and even if you did, then anyone who has the know how, can override that and copy download stuff if they really want to,,

Yes thats an important factor nowadays, Site Designer can be tweaked quite easily to make things more accessible, It can also have some custom stuff done fairly easy. However maybe a bit long winded to write it down it would be a long list,, a more specific way would be to have some Step By Step videos

Thinks like tabbing, (for people who cannot use a mouse (for whatever reason that maybe, in-fact Site designer has some accessibility features already built in, "Reveal" modal, "Orbit" slider for example) making buttons active. You can also easily attach accessibility tags (Aria) from the Attributes drop down associated with an element.

It all depends on how deep a dive you want to get into Accessibility
