Does this software let people chat to each other or is it by request. I used this software 2 years ago and it was designed for visitors to talk to the site management, with live chat running in the background at all times, is this software that lets you create chat room?

When you create the chat, you will have a choice between Live Chat and Public Chat Room. Public Chat Room will allow visitors to chat with each other.
