Already alluded to this in the eLearning software suggestion, but it is worth mentioning on its own.
There are some good - but not great - screen capturing programs available. SnagIt, Snap3, Camtasia, Captivate, Screenr, etc, etc. They all have some good features, but none of them contains all of the best features.
Of course, it needs to be simple to use. With wizards and guides, but also flexible enough that it can be customized. You should be able to:
-Grab multiple parts of a screen
-Save the original capture image while and after you make changes
-Output to multiple formats inculding all of the standard web design formats and video formats
-Allow layering of captures
-Allow stitching of captures from multiple captures or edited pieces (something like a panoramic functionality from a digital camera software
I am sure there are many features it would need. I bet many of the users that frequent CC forums could add many features that would make useful.
