Implement the following existing system to make it easier for the software developer to prioritize among requests!

Both have the same system (which the software developer presumably bought a licence for, unless it's freeware) where users can add and vote for suggestions. Each user has 10 votes to spend, and can spend up to three votes on one given suggestion. They can also add comments to a suggestion rather than creating a new posting.
