I still need some clarification. Your saying you want SSI or asking if your going to need it to use the javascipt includes?
You don't need SSI to use javascript includes.
If you Google CSS menu maker you will find websites that make it pretty painless to design one. If you have the HTML editor there's a simple one built into it.
You should then be able to save these as .js files and use a javascipt include to bring them into the page.
