Are WCAG constraints built into the Web Designers/Themes/Forms etc?
I am looking into a new means of producing front ends to our Web Apps but we have a requirement that all Pages and fully WCAG 2.2 compliant, is this testing/preformatting etc built into the system

Don't know which CoffeeCup product you are interested in, but you won't find any warnings like e.g. 'There is not enough contrast between text and background' or 'Those buttons are too close together to be operated on a mobile phone' or things like that. But you'll find all the tools you need to avoid such mistakes. You need to know the requirements and follow the guidelines to comply with them. Help can be found on the web, e.g. at w3schools.com

I think it's also worth using https://pagespeed.web.dev/ because, despite the name, it is largely concerned with reporting accessibility problems in one's web pages.
